Vanguard is a massive index fund company - at a glance they hold very little in their few active funds in these names. (Biggest was AZO at about $60M which is a drop in the bucket for these funds)
The buys were likely driven by index rebalancing in their passive funds - due to the stock's index weight fluctuating, flows into/out of the funds at these different weights, changes in float, etc.
Passive funds are only there to track their stated benchmark - they don't get cute with trying to take views.
