You're right that the usual ETF tax edge is a wash here. That perk exists because ETFs avoid capital gains, but muni bond interest is already tax-free, so it doesn't matter which you pick.
For adding money regularly, go with the mutual fund (VTEAX). It lets you auto-invest exact dollar amounts every month, while the ETF (VTEB) makes recurring buys clunkier. Same bonds inside, so just pick the easier one

For tax-free municipal bonds, is there really any benefit to ETFs over Mutual Funds? Given that the primary difference between these for other benefits is taxes, is that a moot point since these bonds are tax-free?
I plan to buy Vanguard funds, VTEB or VTEAX, buy and hold. But I want to be able to add to it easily on a regular basis.
