Remember I said if we keep changing there would be some work, I choose my words carefully. I have lived in RJ during 2013-14 people locals used to say, if Gahlod wins he develops Jodhpur, if Raje wins she develops Jaipur. There have been some work in compare to my own state WB which keeps on choosing same regime term after term.

See what you are talking, is a complex issue. Technically we got independence in 1947, but we never got "Swaraj" that our freedom fighters bled, died, beaten for. The meaning of their "Swaraj" never meant to a system where people only get to elect representative, and those representative can do whatever they please. As they say British chale gaye magar system chor gaye. Majority of our country still function using pre Independence British rule. Take example of police. The police was created in response of 1857 mutiny and CRPC, we still use them as it was with few tweak here and there.
The system created by the British and for the British for obvious reasons as they were the masters of the country. 1947 just replaced Goras with Netas and Babus, nothing else. If you want to change the system and make accountable to the people, you have to throw away probably 90% of the Biriths rules and create new ones that empowers the common people and make the system accountable. Let's take an example, Every Indian complain about bad roads, potholes. Personally during monsoon while riding my motorcycle, I fell into one and broken a finger. Who did I hold accountable? No one but me for expecting no potholes. Although it was government's responsibility to make sure there would be none. But if the same thing happened in USA, I would sue the city or the state depending on the road and win at least a million. That is accountability. There is no such system exists in India. Even if I try to drag the babus and netas to court, I will be threatened, beaten, probably "accident"ed.
There is another system Birts gave us chatukar or people worshipping. Like back then Goras used to have loyal natives, we have chatukar. No matter what party it is, if you criticize netas there will be people swarming you, abusing threatening just because you asked questions. No existing political have any incentive undoing anything what Brits have left us. Or they loose their power and control.
