Services IMHO are something that works today, has worked and will probably continue to work if water becomes more of an issue, given rising need for efficent useage. In terms of data centers, WTS offers this: https://www.watts.com/raincycle among other products. So WTS, XYL, VLTO, ECL and others would be some of the options.
"Rare metals"
In terms of something like Copper, Sprott has their Copper Miners (COPP) etf. I do think if you get more into specific resource names, it does require looking in other countries - Canada, Australia, etc.
