To be fair, that's a function of two major external factors:
1. The top US programs are getting interest from the best graduates across the whole globe; their only real competition is from a handful of places like Tsinghua, Oxbirdge, ETHZ, Lausanne, and Delft, and all of those except the Oxbridge schools require that students speak a language that's not English, the most common second language on the planet. So the parts of the globe with the largest populations, the Indian subcontinent and eastern Asia, are going to be extremely well-represented at American STEM grad programs just as a function of population growth.
2. Lower-performing grad programs are a shortcut for lower-performing international graduates who have some family money to get into the US on a visa. Look at the backgrounds of those grad programs at a place like the University of Texas versus grad programs at a school like University of North Texas and you'll see what I mean.
