Turnarounds are hard especially at a global scale. If someone comes from a CFOO background, they wouldve been across People and Finance, M&A, Divestment, Culture and even international expansion -- which are all important to turn a business around. Strong ones usually establish scalable frameworks, systems and processes that can support growth and change. 
I also always question Proven CEO vs Step Up CEO and who is more hungry to make it work. Sometimes the down side of a proven CEO is the fact that they can move to another CEO job, any time. But a CFOO who wants to prove themselves as a potential CEO will more likely stay on and drive change because they still have something to prove. Not saying all CFOO's are going to be great but personally would explore that as a strong option.
