Those are both available to trade on Fidelity, though I'm pretty sure you would need penny stocks enabled for APTPF. No big deal, but I think you can only have penny stocks enabled on one account at a time (if you had CMA, brokerage, retirement, etc - only one can have penny stocks).
There might still be a fee, but I think it's only when you sell - no fee to buy.
