We got it that you watched Asianometry channel on how SCL fire hampered India's semiconductor industry. Post that you missed the part where India didn't even try further to re-build any such facility even after 35-36 years.
We failed miserably in every aspect of semiconductor industry. If one fire could hamper future investment into that entire sector for 35-36 years then we need to retrospectively evaluate our decision making ability. India is going to fail not just today but forever in every other industry, sectors and sub-sectors coz we're brainwashed from generations that failure is never tolerated. 
Cash rich companies aren't investing in cutting edge technology coz they're scared of failures and losing money. They want to get into industries which doesn't require even a small amount of research and development (other than some MBA doing some ground research on there product nothing more). 
Government is subsidizing such no risk taking behavior through there caste politics, D2V (Direct to Voter) cash policies even when it's bankrupting nation economically one state at a time as well as talent emigration out of country to countries where such talents are respected and paid enormously. 
Till government keeps subsidizing and keep promoting underserving candidates educationally and economically India doesn't even have a chance.
