On the PIR ; actually this is the most useful thing anyone has said in this thread. You're right that airlines can issue a courtesy PIR for private insurance purposes. KLM refused to provide one at all, which is exactly what I documented and sent to XCover. They closed my claim anyway. So I had the written proof of refusal and they still closed it. That's the part that's actually indefensible.
As for court action — I'm not going to court, I'm going to the Kifid which is specifically designed for exactly this type of insurance dispute. I have a police report, invoices for every stolen item, and a written refusal from the airline. That's sufficient documentation.
