So I think the real play here is Huntington Ingalls Industries Inc (HII). They are the sole designer of the Ford-class carriers, which this will affect, as they would be the ones doing the changeover. Not only that but trump has had a hard on for the "golden fleet" and wants to ramp up out capacity to build ships to be on par with China. They essentially have a monopoly on defense shipbuilding here in the US.
