A rolling/phased release I'd think, it's not like flicking a switch, nodes will have to be updated and there's interdependencies with other scaling protocols like Hydra (and Mithril for light client faster syncing etc)
It'll have to be governance approved too - Probably at the very earliest 2nd quarter next year - and as it's still a internal network (FMN), an early public test net before going mainstream.
