No. It's been on the Fidelity logon landing page for quite some time, now replaced with an advertisement for FBND

I'm going to be contrarian and say, it's a great time to "buy the dip" on bond funds, since they are at all time historical lows (and the stock market at all time highs).
I personally prefer FBND over BND because it is more aggressive and therefore has higher yield.
