Buenas! Bajo mi punto de vista creo que el punto clave es que tener más ETFs no significa automáticamente estar más diversificado. VTI ya incluye prácticamente todo lo que hay en VOO y QQQM, así que repartir el dinero por igual entre ellos en realidad aumenta tu exposición a las mismas grandes empresas de EE. UU., especialmente a las tecnológicas.
VXUS sí aporta algo diferente porque incorpora mercados internacionales. Por eso, una cartera sencilla podría ser simplemente VT, o VTI + VXUS si prefieres decidir tú el peso entre EE. UU. y el resto del mundo. Después, si conscientemente quieres sobreponderar tecnología o crecimiento, puedes añadir un pequeño porcentaje de QQQM.
Tampoco intentaría cambiar la asignación según si la IA o cualquier otro sector está de moda. Cuando una tendencia ya es evidente, gran parte del optimismo suele estar reflejado en el precio. En mi opinión, una cartera simple, con una estrategia clara y fácil de mantener, suele funcionar mejor que tener muchos ETFs que se solapan entre sí sin un objetivo concreto.

This is an incredibly tough situation. Since you are outside the US and do not have a US bank account, cashing physical EE Savings Bonds is very difficult because foreign banks in Mexico generally cannot process them directly with the US Treasury.
Your best path is likely through the US Treasury Department directly (TreasuryDirect) rather than a commercial bank. You can legally cash them by mail, but you will need to fill out \*\*FS Form 1522\*\* (Special Form of Request for Payment of United States Savings and Retirement Securities).
The hardest part for you will be the signature guarantee. The Treasury requires your signature on the form to be certified. Since you are in Mexico, you usually have to get this certified at a US Embassy or Consulate, or sometimes by a local bank that has a relationship with a US correspondent bank.
Regarding the funds, you can request the Treasury to pay you via a paper check sent to your Mexican address, though cashing a US dollar check in Mexico will still carry high fees. Alternatively, some expats use US-based EMI accounts (like Wise) that provide US routing/account numbers to receive direct deposits, though setting this up from abroad with expired status can be challenging. I highly recommend contacting the US Consulate in Mexico for guidance on the signature certification first.
