Thanks for this! Already had a call with my tax advisor and have one coming up with my financial advisor.
Re: putting the funds into an HYSA, VUSXX and VCTXX are set where the price is set at $1/share, and you get the interest each month (so you don't need to worry about the bond funds going up/down). SGOV is largely pegged at $100/share with minor deviations, but CMF can be more volatile, but has an over 3% yield that is federal and state tax free. I'll probably end up going with VUSXX, though.
And thanks re: VTWAX. I like doing an ITOT/IXUS split over something like VT as I like to rebalance and tax loss harvest (and prefer ETFs to mutual funds because of that).

It sounds like a good plan except your flirtation with market timing.
Near all-time highs doesn’t predict anything.
Investing a little at a time (“dollar cost averaging”) has lower expected performance and it sounds like trying to keep reserves for a dip, i.e. market timing.
Wanting a dip to tax-loss harvest is silly. You don’t want losses to harvest, you’d rather have gains, taxes and all. Fortunately, it’s also irrelevant because the market doesn’t listen to you.
Your “bond fund” ideas are almost all floating rate/short term or actual money market funds. Only CMF is long duration bonds. Those short funds are great, but they’re functionally the same as a savings account. You park money for near zero risk and a small return. They’re cash equivalents.
