Plenty are paying more than that right now. Some are promotional but some are just the rate. I believe Sofi and CIT bank are both over 4% right now. Run a quick search.

I recently started a new job with a 401k that doesn't have the vanguard target 20xx auto-rebalancing funds available as options. I am 23 and was using the vanguard 2065/2070 funds in my old job's 401k, and I am also currently using it in my and my wife's roth IRAs. My new job's 401k only has these Great Gray Trust Fund American Funds Target 20xx managed funds that bundle American Funds stuff into a managed CIT. The 2065 one has a much higher expense ratio (0.43%) than the vanguard target date accounts (0.08%), so I am wondering if it would be better long term to just manually do a mix of passive index funds (my new 401k offers a Fidelity 500 index and Fidelity International Index, with 0.02% and 0.04% ERs.
And, if I switch to the index funds would it also be worth it to try and roll my old 401k (currently about $40k in the vangaurd 2070 fund) into my new 401k? The old one is with Fidelity and the new one with Empower.
