Buying based on price is a terrible strategy... I would recommend buying what you like to complement your portfolio. Also, most accounts allow for fractional share purchases.
Based on your criteria and looking at my accounts:
1) I bought some AHRT at ~$5 as a risky investment back in March and I am happy with it. Please do some research... it's a REIT.
2) I have some CRF and GOF, these are closed-end funds... do some research on what these are as they are not your normal etf. I wouldn't recommend something like this if you are young.
3) I am also down some of my invested funds in ISBG... Gold/Bitcoin fund.
Funny enough... all of these are in my risky taxable account! I don't have anything in your stated price range in my safe accounts or the ones I am counting on for retirement.
