On the first roll, if it's the least two digits, i.e., 1 and 2, keep them in the LSBs. If it's 3 and 4, keep them in the MSBs, and if it's 5 and 6, keep them in the HSBs.
On the second attempt, keep 1, 2, and 3 in the LSB of the remaining digits, and if it's 4, 5, and 6, keep them in the HSB of the remaining two digits.
Coming to the calculations:
E = 1/3 \* (1.5 + solve(unit digit first and then move on to the second step))
\+ 1/3 \* (35 + solve(keeping them in the middle digit))
\+ 1/3 \* solve(550 + solve(filling the hundreds place first))
And for each solve, let's say the lowest remaining value is 10\^i and the other one is 10\^j.
Then the new problem's answer would be:
1/2 \* ((10\^i) \* 2 + (10\^j) \* 3.5)
\+ 1/2 \* ((10\^j) \* 5 + (10\^i) \* 3.5)
Solving this, we get 504.
