iShares International Country Rotation Active ETF

I started using SoFi to invest when I first started working (cuz it easy and they have a dd bonus for savings APY) but wanted and upgrade so I went to Robinhood and got hit with a fee which was stupid of me but realized I used to have a Schwab so reinstated that. I started loving Schwab so i just moved what I had left into my SoFI IRA instead and added to my Robinhood on top of the transferred stocks from Sofi to Robinhood and funded my Schwab so it doesn’t close and set up my portfolio so I have everything ready. Can I rollover my IRA without a fee, if not will Schwab reimburse it and how do I get my Robinhood to Schwab without a fee I was thinking of building it to 7.5k then moving it same with my IRA. My IRA is sitting at $1.3k and my Robinhood at $650. Also is my portfolio diversity good?
I picked almost all of these myself, only thing I used AI (Claude Sonnet 4.6, Max Effort) for was taking a SS of my accounts and putting/ sorting it into a list using Schwabs Sectors. Also suggestions and adding 2-3 stocks for make it more diverse.
