Blackrock derives very little of their revenue from market making... you might be thinking of Citadel?
Blackrock doesn't even technically control their ETFs, they're usually run from an administrative side by a firm like ALPS.
Blackrock is the Investment Manager, meaning the fund itself pays Blackrock a fee to make investment decisions.
Also, it is possible for funds to switch investment managers, it usually requires a vote of the shareholders consisting of above a certain percentage.
