Here's what I'll grant you: the FP absolutely wants you to hear "state owned" and think nasty thoughts.
But I don't think you arrive at that conclusion by the right path.

Fair point, however, I'd push that it's still not accurate in this context. The FP isn't making a geopolitical observation or analysis. The use of the word state here feels either deliberate or tone deaf.
I think word choice matters, especially right now. We just don't refer to things as "state owned" in Canada, because it's not how our system works.
