The variability in power draw for the rev8 is probably due to its large space of configurable settings. If you were to derate the settings so it more closely matches what the movia is outputting, it will probably draw something closer to the lower end of that 10-20W range. If you are outputting the densest data possible, it will draw something closer to the high end.
The movia air draws less power to just generate its lidar data than the ouster, but the camera, Orin, and, presumably IMU, it is packaged with increase the power draw significantly. The rev8 has an integrated IMU and natively outputs RGB, so, while the baseline power draw is higher, it may be effectively similar to what the movia has to do to create an RGB point cloud.
There is some subtlety here: the movia air outputs a processed "map", which the ouster data would require additional processing (and therefore power) to generate. However the movia air data also needs additional processing on the ground for RGB/lidar fusion, which the ouster doesn't. All this means it's hard to do a true apples to apples comparison here.

ww2 didn’t have cheap microcontrollers motors and GPS/INS/IMU sensors. 
Add in thermobaric payloads with shrapnel. 
It would have been an assymetric blood bath.
