Check the tax treatment in a taxable brokerage, FLOT might have a higher pre-tax yield but the after tax yield could very well be lower. Corporates don’t get the same treatment as treasuries.

My understanding is corporate bonds pay out more but I also get that there's credit and rate risk. Hence why I was thinking something like FLOT or a term bond fund for 5 years out.

FLOT has securities from private companies in it rather than just governments which is why it pays more. Looks like the analogous government fund is TFLO. Depending on your state income tax rate you may not actually be getting compensated for the (small) extra risk you're taking on with FLOT.
