If you ask Bell and Telus folks they would tell you Huawei's SW code was being reviewed and certified in Canada at their own costs so there was no security concern. They were pretty happy with them but Feds buckled under US pressure mainly to keep Western Telecom Vendors floating. At the end operators went after Cloud RAN and shit like that damaging the big vendors so Ericsson and Nokia are in trouble again.

As for Rogers they were late to the party and didn't like the fact Huawei didn't bid for their entire network after they had won and deployed Western Canada. Apparently Huawei didn't do it out of respect for Bell and Telus who had allowed them in Canada. Ericsson who was pissed losing their Rogers exclusive deal came back gaving them a swap deal for 5G and they took it.
