Bonds have 2 forms of value: yield, and price. When the BoC lowers rates, bond rates go down, but bond price goes up. You can make your money on either form of value.
Strategy:
\- Bonds are low-risk, so you want other forms of low-risk investing
\- Low-risk options:
* "income" funds
* regular dividend-paying largecap stocks (e.g. Fortis), stuff like that
* Shift to Corporate Bond funds, which pay a premium over government bonds
* "Premium" shares also offer higher yields

Examples:
\- EIT-UN.to - Canoe EIT Income FundCanoe EIT Income Fund
\- EQLI.to - Invesco S&P 500 Equal Weight Income Advantage ETFInvesco S&P 500 Equal Weight Income Advantage ETF
\- PREF.to - Quadravest Preferred Split Share ETFQuadravest Preferred Split Share ETF

Note: Some of these funds have larger MERs than a bond ETF might. There are other examples out there, "income" funds and dividend funds (including low-MER ETFs) are examples of stable funds that should do decently for you.
