#2 is the better choice.
But stacking CHPS (already heavily weighted in QQC) on top of QQC (already heavily weighted in VEQT/XEQT) on top of VEQT/XEQT carries with it a heavy concentration risk, and a lot of additional management fees.
It won't drastically change your returns, it just means your highs will be slightly higher, and your lows will be slightly lower, because ultimately there is about 10 individual stocks driving all of those returns and you're just increasing the weight on them.
I'd suggest picking a couple of them you have the most conviction in, and just buy them directly on top of VEQT.
