It’s not about charging fees, it’s about proper disclosure of what those fees will be allowing the buyer to make an informed decision. I did get word from the fidelity mod and it turns out this particular stock VONOY does not have a foreign settlement fee attached despite the appearance of a warning prior to purchase. They stated this is a known issue they are working on where a fee warning may appear even if there is no actual fee. This may explain why the warning did not appear for me when I first purchased the stock, but did appear the second time I attempted to buy.
