That's not how that works. Every developed country issues their debt in their currency setting the risk free yield for said currency.
The US yield is the baseline for USD denominated debt, inside the US and in a ton of emerging markets as debt in their currency isn't as attractive. That's what EMBI measures.
The Yen doesn't yield so low because it's less riskier than most other developed countries debt. It's a function on expectations and monetary policy of that specific country.
