National Bank allows Foreign Stocks in registered accounts, but there's a catch (and a way around it). They charge something like a $75 fee each way (ie. Buying and selling).
To get around this, you can find the US listed OTC ticker for your stock, and buy that. The brokerage will then port your shares over to the official listing. When it comes time to sell, you can then sell the OTC ticker again.
For instance, you can buy Vistry (a UK listed stock) as $BVHMF. The brokerage will then port it to the UK ticker $VTY. When it comes time to sell, despite having $VTY in your account, you sell $BVHMF. This bypasses the round trip fee, at the cost of (probably) lower liquidity on the OTC ticker.
I suspect the above works with other brokers but can't tell guarantee that.
