I did similar transfer 6 months ago and there was no problem at all. I triggered it on IBKR side. ACAT transfer

Yes, it is SIPC insured. Did have trouble getting backend info on ACAT holdings set up, but after some customer service calls/emails with both brokerages it went through.

content of your posting clearly indicates somebody who does not know the way around and can't clearly describe the situation, for example

how the money were transferred ? was it a wire ? was it EFT/ACH push ? was it EFT/ACH pull ? was it ACAT ? was it a check deposited and was it a personal check or smth else ? all those methods have nuances and yes - some of them might end up you waiting for money to be cleared

Elan - they suggested you to get a Fidelity branded credit card ... nothing criminal in that ... I 'd suggest you to get some 5%-6% cash back credit card to buy groceries actually... that's even better

trying to sell you management for a fee off AUM is the part of job description of any adviser - you do not need to talk with them, but you can't expect them not to try to do their job ... and when you are a new customer, that is a part of experience ... I did not have any attempts from Fidelity to sell me anything in the last 25+ years of being their customer ...
