I think it's just more affirmation that synthetic products are never going to be on the market.
HHC being clarified as Schedule 1 would be something that hemp beverage companies want, because they are advocating for only naturally extracted Delta 9 to be used in products. Getting rid of synthetic products is desirable for the good-faith actors in both markets.
Honestly I don't pay a ton of attention to what the House does. Just like it didn't matter that they passed SAFE a bunch of times. The Senate is what really matters. Not only that, but even if somehow the ban was completed in its current form, there are already state-regulated hemp markets. No real reason to think those markets couldn't continue, just like state-regulated cannabis markets have operated for many years. Listening to prominent players in the hemp beverage market, none of them seem to actually be worried that the entire sector is just going to disappear.
And then isn't the most recent Texas news two separate rulings? One that synthetic THC is banned (Delta 8), while the other that natural THC is still allowed (Delta 9 / THCa)? It's hard to keep up with all the court rulings, appeals, injunctions, etc..

Note they do specifically say "manufactured" Delta-8, because technically there is a very very small quantity of naturally occurring Delta 8 in hemp.
So both the HHC federal move and the Texas Delta 8 move are about treating synthetic hemp cannabinoid products as controlled substances, instead of federally legal hemp. Imo this is a good thing for both the Delta 9 beverage market, and the regulated cannabis market.
