I looked for something like this a year or so ago and couldn’t find it. You can get exposure to the biggest companies in specific regions with ETFs like ILF, FEZ, and AIA, but I don’t think their fees are worth it.
There are ETFs like IDMO and IQLT and AVDV that can give you factor-based tilts on international equities, but that’s not exactly the same as what you’re asking for. There isn’t an “ex-US S&P 500 benchmark ETF” per se.
