They don't want a massive exodus of EU funds leaving the platform. The before mentioned countries have to E-mail it's users, Binance held local national registrations in those specific countries under the old, pre MiCA rules.
The other countries are being "moved" under the Abu Dhabi (ADGM) license while they hope to buy time while they re-apply for a MICA licence in France or Ireland.
Meanwhile this "workaround" is also illegal under MICA, so it's just a matter of time. They can't get fined doing these things when aplying again.
I've seen this happen to one of my Dutch friends before on a smaller scale in 2023. The Dutch Central Bank (DNB) refused to grant Binance a local license. To avoid massive fines, Binance stopped onboarding new Dutch users, blocked new deposits, and restricted existing accounts to a withdraw only mode so people could safely move their funds out. Every day you logged in there was something else not working, payment routes, trading pairs etc.
So there is a reasonable chance you won't notice anything wrong on july 1st, maybe only a payment option that isn't availible anymore, or a friend who can't create an account. But after a few weeks you probably will. Unless they get a licence somehow in the meantime.
