There are plenty of solid options beyond VIOV and AVUV. The right for you depends on what you want this position do accomplish in your portfolio and what other holdings exist in the portfolio. VIOV is going to be a very simple, straightforward approach to small value, whereas AVUV will cost more but has a more complex approach to SCV exposure.
