And yes, shorts would be required (in a world where financial rules are followed/enforced) to comply. It looks like APE was a scam, a split. A dividend (or warrant) issued as such from a company is limited to only its shareholders. Anyone short would need to compensate the share owner as the dividend goes to the owner to whom the short sold the borrowed shares.
