I would do what I do now.
VOO/VGT combo. I rock a 25/75 split. buy and hold. Can go as hard as 100% VGT if pushing your growth. \*\*\*VGT has larger drawdowns and ups than VOO. This is a good thing.

I wouldn't sink 20K in at once. I would deposit my opening balance to setup a price point to work off of. Then dollar cost average daily at a set amount that never changes. that daily amount would be your monthly investment divided by 20 days.
put a certain amount of the cash in SGOV or TBIL before its deployed and leave 1 month of auto deposits ready to go earning interest. set and forget.

The bulk money that needs to get put to work goes in on 10% drops and to rebalance. Using common moving averages is a good way to find areas to drop larger amounts of money.
If you buy $25 a day in your IRA and $25 a day in your personal, you will be set for early retirment.
\*\*\*remember, what you put away is forever. Don't play with it, try and sell highs, buy lows, etc. Basically always have a cash buffer between you and your market investment, so large you will not have to touch stocks.
