This is more about loaning out volatile stocks (aka SPCX, DJT, MU etc.) to someone (through Vanguard) that wants to short them. You can't short a stock out of thin air you have to borrow the shares from someone first. If the short interest is large there is a corresponding large demand for borrowed shares which makes the borrowed share interest rate rise.

Doesn't Ellison own some movie studio and paid Mr DJT some ridiculous amount as 'compensation' because lawfare?
