I do think a 5+ year horizon has this as a safe or decent investment. Whether or not it beats our banks or other stable CAD opportunities is another question

No, because paradoxically the kind of people interested in a fund like that wouldn't buy it.
Someone who appreciates a CAD version of VT is clearly an evidence-based investor. But the evidence points to VT being an inferior portfolio for Canadians.
Most ETFs are created to sell to unsophisticated investors based on the yield, themes, etc. so these can be profitable products. They can charge higher MERs because they know their target market is knowledgeable enough to understand why those high fees are a problem.
A fund like VT necessarily has to be low cost, because someone interested in a global cap weighted index fund is going to be a more sophisticated investor. But again, paradoxically, it's this same sophistication that would pull them away from a fund like VT towards funds like XEQT/VEQT/etc.
