Celer's state channels are enabled by Proof-of Liquidity Commitment (PoLC), which is a virtual mining process where users lock idle liquidity (including CELR or other cryptocurrencies) to the off-chain platform for a certain period of time and is rewarded with CELR. These off-chain service providers can also solicit liquidity through crowd lending, whereby users can lend CELR to these providers and receive interest. The Celer architecture is split into four layers: cApps - where applications reside, designed to scale and maintain user privacy cRoute - the protocol developed for routing states, such as a payment, in a trust-free manner between users. cOS - development framework for dApps that will handle storage, operation, tracking, and any disputes of off-chain states cChannel - the bottom layer that interacts with different blockchains and provides the upper layer with a common abstraction of up to date states and bounded-time finality. It uses state channel and sidechain techniques which maximizes liquidity and supports rapid state transitions.
