I think it is because they are AI companies. There was a major push back to the bank bailout and the average person understands that banks are quite important but it's much harder to say that AI firms are so important they need government money to stay afloat (most likely without any government stake either)
But another important thing to remember is in this hypothetical presented by OP it's after a mid-term lose. With an unpopular war, a hostile legislative branch and the GOP trying to convince people that the government needs to step in to save private companies, I can see it being a broader political struggle. It would still happen but it would push approval ratings even lower.
