FLQL and FLQM aren't horrible depending how they fit in your portfolio. If you don't want to take the tax hit, its probably ok keeping them. Essentially Russell 1000 and mid cap index funds.
CIBR and GRID are pretty specialized market segment ETFs. Kind of up to you on how you feel about them. Hopefully not a huge amount of money in them although CIBR may have large gains? Not very Bogle
SPLV, XMLV, ACWV - Low volatility index funds - Again up to you with your risk tolerance here. Theoretically less risk than a standard large, mid cap and international fund but with less growth.
DGRO - I would avoid a dividend growth ETF in a taxable account if possible
