Microsoft has over 200k employees, an untold number of contractors. You have Microsoft Consulting Services in the mix, which is different from the engineering teams, which is different from the cloud ops teams, which is different from the legal and compliance teams. The bigger the organization, the less coordination that happens.
More importantly, Israel is likely running this stuff in an isolated government tenant, which immediately reduces the amount of insight ANY Microsoft employee or contractor can see, even the teams engaged with Israel on this.
Pretty much Microsoft's consulting services would come in, stand up some type of minimum viable product, hand over services to them, and then that use expands without MCS ever knowing.
It isn't a safe assumption that the services Israel is using to spy on Gazans are the same use case that MCS help them set up.
