Yes this is a Cryptocurrency Exit Scam!!
The website is not a real exchange broker and all the gains are controlled by someone. They will allow you to deposit money and even initially allow you to withdraw money to gain your trust. Eventually, once you have deposit large sums of money and want to withdraw they won’t let you by telling you some bullshit excuses. These include asking to deposit more money to pay capital gains taxes or fees. They will freeze your money and eventually, the website will close down and you will never hear from these people ever again.

For Crypto investments, you should only use very popular exchanges like Coinbase and make sure to immediately store the coins offline onto a cold paper wallet. Exchanges to get hacked and do go bankrupt. There is an insane amount of scamming that occurs in the crypto sphere, if you do not have time to educate yourself and to investigate, then you should probably keep away and just stick to the stock market with ETFs.
Furthermore, there has recently been a massive surge with mostly Asian scammers messaging Canadians on social media and other messaging service(such as Whatsapp) enticing them into various scams such as this exit scam, stock pump and dumps, and various shitcoin crypto investment schemes. I have personally had 3 people try to scam me with pump and dump stocks from Whatsapp. Tickers such as YGMZ, WAFU and UTME. These scammers play the long and I mean the looong game of befriending you in order to scam.
All searches online to “HKICTC” crypto exchange have led to sketchy unsecured websites( http instead of https), bad grammar, not SSL secured. Their domain profiles all show that they created last year with no contact information.
You should really be glad that you only invested a small sum and were able to withdraw. I have read on reddit on some people losing all their life savings(up to a million dollars in some cases) due to these scams.
