They indicate the generation of chips with higher transistor density. It's similar to how terms like 4th generation, 4.5 generation, 5th generation, and 6th generation fighter jets are marketing terms introduced by Lockheed Martin.
I'm more excited about the 28nm semiconductor chip manufacturing in India by TATA, they signed a full 28nm manufacturing process Transfer of Technology deal with Taiwan's PSMC (not to be confused with Taiwan’s TSMC, the global leader at the bleeding edge)
