Largely because they're required to. Like with BDCs, the specific regulations that allow these entities to exist requires them to distribute at least 90% of their income, including any realized capital gains, to shareholders.
I also think they gained popularity amongst retirees and advisors of retirees as a way to provide a relatively high amount of monthly income without having to actively manage your own portfolio. So once that became their target audience, they all just kind of started following the same model.
But not all CEFs are high yielding funds. For example, STEW is a fund that prioritizes price appreciation while still paying a 3-4% yield. So there are really all kinds of CEFs, it's just that the most popular (especially in this sub) tend to pay 7% or more.
