It allowed for crypto payments in public sector contexts but didn't mandate private acceptance for all debts.
Justin Sun was appointed as Grenada's ambassador to the World Trade Organization in 2021, and he promoted TRON's adoption in the Caribbean as part of "crypto diplomacy." This included efforts in Dominica and potentially neighboring islands like St. Kitts, aiming to attract blockchain investments and tourism. However, the initiative faced criticism: it was seen as more of a marketing "adventure" or experiment than a robust economic policy, with limited real-world adoption due to volatility, regulatory hurdles, and low participation. By 2023, Dominica's program had not expanded significantly, and some viewed it as a publicity stunt amid TRON's controversies (e.g., SEC charges against Sun in 2023 for securities violations).
