I don't know what exchanges they're talking about, but...
You can stake your tokens in an AMM configuration to create liquidity in a way that increases the price. Yes. Short-term anyway. If the people who are buying the tokens from you want to see the price go up, if they want to make money, they won't sell for less than they bought them from you. If you know what a single-sided liquidity AMM in Uniswap v3 is, it should make sense. Different CEX's have different trading machinery like that, where your liquidity is used to create sell limit orders that are staggered, and back-filled in with buy orders at the price you sold at, as people buy the liquidity, so the price goes up.
Yes. All of that is a thing. It doesn't happen without buyers, but buyers also like this because the price goes up as they're buying. They will gladly pay a premium for a fast-appreciating asset (FOMO)
You may pay some fees even doing limit orders, but the exchange will usually reimburse you somehow, either with the house token, or some other kind of rewards to make you whole - meanwhile you're basis trading and delta-neutral inside of a range. You're not making money on each trade, but you are providing liquidity, and exchanges like that because it contributes to the overall stability of the price. But when people buy from you, when you're doing that, and if nobody is selling market orders, yes, selling happens and price goes up.

Reading Bitcoin Standard is a must if you have zero to none experience and knowledge, then moving to fully understanding Ethereum and how it works. From there move to more complex stuff like different AMM models, LP mechanics, lending and borrowing, Pendle bond mechanism, etc.
Reading and then more reading, after you feel comfortable, go try it out (you might get burned in the process of learning, but all of that to improve knowledge.
